"Steam gauge" altimeters will not display altitudes below zero


ISSUE DESCRIPTION

Description of the issue:

Analog altimeters will not display any altitude below zero. Positive altitude figures are displayed correctly.
When parked at f.e. KBWC it should indicate -132 ft. EHAM is -11 ft.

If applicable, which aircraft is experiencing this issue:

Cessna 152, Cessna 404. Probably every aircraft with this type of altimeter.

[PC Only] Did you remove all your community mods/add-ons? If yes, are you still experiencing the issue?

Community folder is empty.

FREQUENCY OF ISSUE

How often does this occur for you (Example: Just once, every time on sim load, intermittently)?

Always.

REPRODUCTION STEPS

Please list clear steps you took in order to help our test team reproduce the same issue:

1. Start a flight at KBWC.
2. Set the local air pressure (QNH) in the Kollsman window of the altimeter.
3. The altimeter should now indicate airport elevation, relative to mean sea level (-132 ft). Instead it reads 0 ft.

Still present in 1.3.22.0 SU1 Beta 4.

There are many places below sea level and altimeters don’t have a stop at zero either so altimeter readings below zero must be available.
