Steam version CTD before getting a loading screen

yes my sim is normally used in developer mode (though I’ve even tried a fresh install)

Yes I have completely removed all files (both uninstall and manual removal of configs, addons etc).

Brief description of the issue:

My sim worked perfectly up until 2 days ago where it crashes to desktop shortly after showing a black window frame (so nothing had technically loaded in yet).

Detailed steps to reproduce the issue encountered:

Just attempt to start the sim (even after a fresh steam install).

Many issues may be due to an outdated graphics card. Please state your Graphics Card Driver Manufacturer (NVIDIA, Intel, AMD) and Version (Learn how to find your current graphics card driver version):

I have gone as far as reinstall all major drivers, visual studio C++ redis libraries, and restoring all system drivers (scannow and DISM) and checking system updates. No other games are giving me issues.

PC specs and peripheral set up:

7800x3d, 3900RTX, 32GB DDR5, gigabyte B650 Elite AX
