Stuck at 97%

This worked for me. I am a PC user with the Xbox app.

97% load problem

I followed the procedure here:

I ran the resulting batch file.

Copy/cut the empty folders that were generated on my Desktop.

Pasted the folders into the Community folder in the “limitless” path

(there was nothing in that community folder before this)

Started the game.

Detailed steps in the procedure:

So here’s the detailed method I used to fix my stuck at 97% after 4 days.

These paths are for the MS store/Xbox Store PC version. They will be different for steam, and I’m guessing any poor Xbox users that have incompatible addons are just stuck until MS actually fix it.

  1. Open directory

C:\Users\fly\AppData\Local\Packages\Microsoft.Limitless_8wekyb3d8bbwe\LocalState

  1. Open file in this directory Report-loading.toml (can use notepad)
  2. Search for FlightSimulator_Packages(around line 89 for me)
  3. Delete every line above and including this one.
  4. Search for FlightSimulator_PublishingGroups.
  5. Delete every line below and including this one.
  6. Now you have a list of packages-names=1.
  7. Search and replace to remove =1 on every line.
  8. Delete all of the lines that start with Asobo or microsoft, it’s alpabetical order so very easy.
  9. Edit every line to add the prefix mkdir , ie. with the space.
  10. Copy this line to the very top:

cd C:\Users\fly\AppData\Local\Packages\Microsoft.Limitless_8wekyb3d8bbwe\LocalCache\Packages\Community

  1. Save the file anywhere, and make sure you add a .bat extension on the name you choose.
  2. Double click.
  3. That’s it, restart and play!

To be clear, the top of my 2024fail.bat file looks like this:

cd C:\Users\fly\AppData\Local\Packages\Microsoft.Limitless_8wekyb3d8bbwe\LocalCache\Packages\Community

mkdir 4simmers-a310-1-livery-pack

mkdir antsairplanes-tiger-moth

mkdir blackboxsimulation-bn3-trislander

…etc…

With aircraft still available, does this include livery packs ?
…or is it safer to leave livery packs disabled ?

I’ve no idea, sorry. If they are available then just give it a go and see I think.

Create a new xbox profile worked for my friend

I can’t even open that report-loading.toml. Gives me an error I don’t understand anything about. Tried both VSCode and Notepad. Still haven’t been able to launch the sim since launch! :pensive:

What finally worked for me was a complete uninstall, and removing any leftover files, folders and finally some reg keys. Wasn’t fun, but it’s what allowed it to reload for me.

can you explain where you found the info that worked for you?
I’ve reinstalled twice today, and I’m still stuck on 97%

This is a method to fix some add-on aircraft and liveries. It cannot address all aircraft issues.

If you have added MSFS2020 add-on aircraft or livery data to MSFS2024 Community and it stops at 97%, try starting it in safe mode.

If it starts, the problem is with the add-on aircraft or add-on livery.

This may be fixed by modifying layout.json.
(There was no problem with MSFS2020, but in MSFS2024 v1.2.7.0 , the inconsistency in the file size described in the .json causes a problem.)

Drag and drop the layout.json included in the problematic data into the generator.exe below and overwrite it with the correct values.

If this does not resolve the issue, it is not possible for users to fix it.

(This may also be able to fix the situation when MSFS2024 starts but the aircraft model and textures cannot be displayed.)

So folks are still stuck at 97% with the latest update today. The only way I’ve been able to get around it is to delete the limitless folder and relaunch the sim. When the games does launch, you’ll have to reinstate all of your previous settings, everything. MS/Asobo do not seem to see this as a bug or priority, but it’s going to drive away the customer base.

Yeah. Been having the issue on/off for a few weeks. Finally gave up on trying to fix. Fix above, deleting comm folder, etc etc. It would work, then wouldn’t, work, not work…got tired of it.
I just uninstalled it and went back to 2020 until Asobo/MS can get it together.

Well, I caved back and reinstalled. Thankfully 24’s re-installation is fast. Though, I tried a bunch of fixes, deletes etc and nothing worked. I think 2024 works when it wants to for me.

Thank you and also to the original poster of this solution. This saved me from another day of frustration. Now just have to figure out which one(s) are the issue. As far as I know nothing has changed from last time I loaded in just fine other than some 2020 MP purchases that have yet to be enabled.

I had this stuck at 97% again after enabling more 2020 marketplace addons. This time it was one of the Seafront Simulations products causing it to get stuck. I didn’t bother to work out which one, I have most of them, instead I’ll leave them disabled until updated for 2024.

There’s a thread about that particular issue here. Did the same to me.

This works only if I renamed my community folder. However, if I include my community folder it doesn’t work. So how do I include your work around with a community folder located in a another drive/folder ?

I actually added all the CF contents into the CF mention in your post. Ran the game, waited for the error loading… then followed your instructions again, so that it included all my CF content references. Deleted the copied content and ran the batch file. I checked the CF, and it was all there, the empty folder references that is. Ran the game… same issue… loading halted in upper 90’s%.

The workaround was for the early FS24 version that didn’t include controls to disable packages. Now that these controls are implemented I would suggest editing the content.xml file where the sim stores these settings instead.

This page discusses seafront sim’s addons but the same technique will work to disable any marketplace addon in FS24.

I had the same issue. When I restarted I was given the option to start in safe mode. When I did this, the sim loaded properly. Afterwards, it started loading normally again.

So it appears to be a CF issue, at least for me.

I renamed the CF and made an empty one in its place.

Loaded normally.

I slowly started to add my addons.

I was only able to get a select few in their before it hung on 98%.

So therein lies the issue. :frowning:

Update:
As I continue to test… I found that I was able to include any/all scenery type add-ons without issue.

However, there’s seems to be an issue with the adding of one of the add-on aircraft’s.

Will post results as I go…

Whats happend since yesterday Asobo, the sim dont start and stopped . I renamed community folder but the same issue before. I will unistall this game the second time. thats not comfortable. When i read the crash report nothing help there. My interent connection is very good, and the pc is the same . Find a solution for this issue.
