Finally some positive news on this one!
Summary:
- They will again temporarily disable all 2020 sceneries from streaming (but leave aircraft available).
- In 2 weeks time there will be a patch which lets users enable or disable content individually by themselves.
- Also in the patch they will reimplement safe mode startup so that if you get some bad content that breaks the game loading you can still get in to disable it.
I think it’s pretty clear these options should have been in place before the game was ever released, and it all shows how much of a rush job it was. But at least there’s now light at the end of the tunnel, at least on this problem we should be in a good place soon.
hard to say… it could be but you find tons of ppl wo could fix the 97% issue by a simple restart, other by flushing dns and again others like you probably.

No, there’s no doubt that incompatible addons are a major cause of permanent stuck at 97% loading, even Asobo have acknowledged this and communicated a plan to deal with it.
For sure there can be other things too, but broken packages is a major cause.
IMO that took them about 6 days too long to figure out.
Here is my opinion.
I deleted my profile from “everywhere” from MSFS24 (under manage).
Restarted and the game launched.
Once in the game, I picked a A320 Brocard I think, and tried set up a flight.
When I clicked “Fly now” it just sat there for 20 mins.
I rebooted and then got the 98% loading screen again.
I am guessing it was try to load that plane.
Deleted my profile again, and the game launched with a default aircraft of course.
Seems maybe some of the planes we used in 2020 are not compatible.

Different reasons for it, different solutions for it.
Makes it harder to find a solution for eachs problem.
Restarts, empty community, clearing cache etc. didnt help, for me it was one of the forced AddOns.

Many of us suspected that the ported content was a major contributor to access issues - along with the server issues which compounded things.
Does anyone know when the ported content will be disabled? Has it been done already or is this depended on planned patches over the coming weeks?
Should be delete and reinstall the game today post this announcement?
I’m on X Box it’s hard to know what we need to do between now and the patches to improve things.

I deleted and re-installed game. I know have been able to access without the issues I had before so for me the server and booting issues ate resolved at the moment. I can see most addons are now not streamed some aircraft still are. It’s progress!
agreed, unleashing the 2020 addons all at once was a bad move
they should have done it two tiers, first a/c, then scenery addons
they will disable the scenery addons shortly (if they haven’t done so already) which should take care of most of the folks that are still locked outside the sim
IMnsHO what they should have done is make it opt-in from the beginning. Don’t force stream anything at all except 2024 native content and let users actively choose what they want after that.

Xbox series x. After asobo removed the 3rd party scenery, Everything is loading normally
This worked for me. I am a PC user with the Xbox app.
97% load problem
I followed the procedure here:
I ran the resulting batch file.
Copy/cut the empty folders that were generated on my Desktop.
Pasted the folders into the Community folder in the “limitless” path
(there was nothing in that community folder before this)
Started the game.

Detailed steps in the procedure:
So here’s the detailed method I used to fix my stuck at 97% after 4 days.
These paths are for the MS store/Xbox Store PC version. They will be different for steam, and I’m guessing any poor Xbox users that have incompatible addons are just stuck until MS actually fix it.
- Open directory
C:\Users\fly\AppData\Local\Packages\Microsoft.Limitless_8wekyb3d8bbwe\LocalState
- Open file in this directory Report-loading.toml (can use notepad)
- Search for FlightSimulator_Packages(around line 89 for me)
- Delete every line above and including this one.
- Search for FlightSimulator_PublishingGroups.
- Delete every line below and including this one.
- Now you have a list of packages-names=1.
- Search and replace to remove =1 on every line.
- Delete all of the lines that start with asobo or microsoft, it’s alpabetical order so very easy.
- Edit every line to add the prefix mkdir , ie. with the space.
- Copy this line to the very top:
cd C:\Users\fly\AppData\Local\Packages\Microsoft.Limitless_8wekyb3d8bbwe\LocalCache\Packages\Community
- Save the file anywhere, and make sure you add a .bat extension on the name you choose.
- Double click.
- That’s it, restart and play!
To be clear, the top of my 2024fail.bat file looks like this:

With aircraft still available, does this include livery packs ?
…or is it safer to leave livery packs disabled ?
I’ve no idea, sorry. If they are available then just give it a go and see I think.
Create a new xbox profile worked for my friend
I can’t even open that report-loading.toml. Gives me an error I don’t understand anything about. Tried both VSCode and Notepad. Still haven’t been able to launch the sim since launch!
