I also have this problem but I have a solution.
The problem seems to be related to the server and more specifically to the photogrammetry.
Apparently there are problems with the streaming of the photogrammetry, which causes this intolerable stuttering.
I’ve been monitoring my performance while the problem occurs. The micro-stuttering goes up to 100%, I have huge fps drops and near the ground it’s simply unplayable (a 2FPS approach is impossible).
I tried disabling photogrammetry and miraculously got my 80-100 fps back on the ground with no micro stuttering at all.
Useful information for Microsoft/Asobo:
When the problem occurs, I have no saturation on my video card (6900XT), CPU (5800X), or RAM (32GB DDR4 @3600MHz).
The game is running on a 2TB Samsung 980 Pro (M2).
I checked my internet connection with Speedtest and had no problems there either (9 ms ping, and +/- 850 Mbps download).
I had no problems with photogrammetry before the XBOX broke on the 2nd of July (which reset my entire configuration).
Hopefully this will help to resolve this very unpleasant problem (I had become accustomed to photogrammetry).
In the meantime, this setting will remain disabled.
Also, playing with very low graphic quality or Ultra quality doesn’t change anything. Just disabled photogramettry is enough.

Unfortunately it doesn’t help. I first tested your idea with Photogrametery off. Then closed fs2020 and restarted. When landing in Madrid I only had 35 - 39fps. That’s not the way it should be. In the past I had at least 75 fps on landings and beautifully calm visualizations. I never had stuttering. After testing your idea I also tested with Bing World Graphics disabled. That makes no difference either.
It is very unfortunate that fs2020 is declining so much.
Many Simmers are now very disappointed, as can be read in the various forums.
In my case I only had 2 or 3 fps with photogrametry ON. If you already have 35 fps with photogrametry on, maybe your issue is different.
It’s always tricky to work out where stuttering comes from, especially on this SU15 version.
Only 35 fps on approach and often when taxiing. But after landing I sometimes experience a drop to 7 or 8 fps at larger and busier airports.
The makers of my NVIDIA graphics card regularly send out new versions of their graphics driver. At first I thought it was due to the NVIDIA Geforce Experience software of the graphics card and I reset the updates to 2 previous versions. But that didn’t help. And now that I see that other flightsimmers with other graphics cards also have these problems, I know that that is not the cause. I have now installed the latest version of the Geforce Gameready Driver. Awaiting improvements by Asobo so that we can enjoy this actually beautiful game again as it was before.
Makes me wonder if it isn’t hardware/driver related or system component related. I know how easily Windows 10 and 11 can swap motherboard drivers with standard drivers along with other component drivers without even asking the user. This is like the tip of the iceberg here. PC gaming/simming isn’t and never will be a hassle-free plug and play experience for the simple fact of the PC. There are so many things on a PC that could be causing an issue that a vast majority cannot even think about or imagine being a possible cause of their issues because there isn’t the knowledge there to imagine it. And all their time is spent focusing on the software being the issue, which is understandable because that’s where they’re experiencing the problem, but that doesn’t state that the software/game is the problem. On a PC there are many underlying factors that can result in issues with software. All these posts about stutters and freezing from what I read is always users utilizing relatively newer hardware/drivers. I have an older system as well, i7 4790k, GTX 1080 FTW2, 32gb of ram and standard Samsung SSDs. I was at one point getting very bad micro freezing and even freezes that would last up to 5 to 10 seconds, when first loading in, on the ground and on approach but as soon as I removed REX AccuSeason all of it went away. Waste of money for that addon in my case.
There is also the case where even a fan speed utility can cause issues in games, stutters freezing and crashing. This means that there is also the factor of what other software are users using that could be conflicting with the software and too, what are the configurations to said software, be it, default OS software or third-party? What kind of hardware settings do they have? How many users that buy a PC or build a PC to game on, how many of them are willing to learn how to PC? How many of them whom have issues with MSFS are willing to go into their bios and confirm memory clocks and voltages are set properly as per the manufacture’s recommendations?
I know that people that have a lot of ram can make the understandable mistake of disabling their pagefile which can greatly affect performance with MSFS and even lead to crashes. A slew of apps and even MSFS benefit greatly from a large pagefile and I wonder how many users have default pagefile sizes or have never thought about increasing the size or routinely rebuilding it? I wonder if this can play a major role in this so-called (main thread hammering)?
So, out of all the users whom have bought and use MSFS, a handful come here with problems and seem to act like everyone is having issues with MSFS, when in fact it’s a rather small majority in comparison to how many copies have been sold.
People spend so much time focused on the software being the issue and the problem whilst it may very well not be the problem at all, hence the fact that there is a rather large percentage of users whom use MSFS everyday and are not here flooding the forums about issues they are having. This isn’t stating that MSFS is perfect though. I too have seen it’s ups and downs over the years through development. I have also experienced them ruining performance by updating the sim after just a handful of people complained about not being able to see buildings in pristine detail while zooming in over 20 nautical miles! But now it’s not bad, runs pretty smooth after SU15.
I get micro stutters on log in. I notice it on the ground even prior to taxi. The only fix that seems to work is by deleting the GLCache, DXCache and Direct X Shader Cache. After restart no stutters.
This fix lasts for one complete flight, and I have to go through the same process if I want a stutter free subsequent flight.

The problem is not reported by many users because i think that a lot also depends on the screen you use because many use screens with Gsync or with the Variable Refresh Rate system. So even a sudden change in fps is not noticed and therefore the stutters do not notice it. It happened to me, in fact I had a 4k 75" TV from LG with no Gsync or Variable Refresh Rate system and with a hardware configuration of I9-14900k - RTX 4090 - 32Gb ram 6400Mhz - NVm2 Samsung 2TB PCI 4.0. I often had stutters during the taxiing, or when during the taxi I approached the runway, during the take-off run, or when I flew over other airports during the cruise etc… all in a random way. Keep in mind that I always used the in-sim Vsync in ON and therefore I blocked my framerate at 30. From this I noticed that when there were stutters my framerate dropped for a few moments even to 20 and obviously not coinciding with the 30hz frequency of my TV it resulted in stutters. Now i changed this TV with another one that has G-Sync technology and above all I connected it with the DisplayPort cable and not with HDMI and now without touching anything in the settings, everything is fluid even when for a few moments the framerate drops to 20-18fps due to of the objects that the simulator loads all together.

I have been experiencing these stutters (performance decline) for a few weeks now? I would say right after the server crash? My performance on approach to airports is now very very stuttering. My fps have only been around 30 with all windows popped out, but I had smooth performance. I know popping out instruments takes 10 to 15 fps, but my performance has been great until recently? FPS now varies 24to 30 and use to be 30 to 40 fps

No question that we are pushing the limits on the sim with all the external displays. But this setup has been running stutter free for years, with exception to airports like kord.
I do feel most of this is related to msfs servers. My provider has checked the service and it’s fine. All other games run great!
In closing, this game is great for most users that do not push the game limits. This is what it is all about at the end of the day.
Yes, it is incomprehensible that if you have not changed anything on your PC or the settings in the sym, you have such a huge drop in fps from one day to the next.
Then it is not related to what kind of screen someone has or anything in their hardware because that has not changed. Some indicate that it should be looked for in V-sync or cable connection or other utilities and so on, but that is not relevant to this problem because nothing has changed for the people who are suddenly confronted with this problem. People who have a lower PC system may, after installing an app or program, fiddle around to get everything right. But there is no reason for that if you get a software update from fs2020 and your PC has not changed but you suddenly get this problem caused by that update.
What may be important is; The RELEASENOTES of update 15 indicate that the makers have worked on the settings to increase the fps. Perhaps something went wrong and people with a more advanced system, who previously had excellent FPS, are now experiencing this problem.
Since the start of FS2020 there have been many problems with FPS as can be seen from all the many submitted topics in this forum and the many forum pages dedicated to it. If you have a much heavier PC system and a much heavier graphics card than mentioned in the advice pages for fs2020, you could reasonably handle the FPS. (Until update 15)
Hello Richie. You indeed have an excellent PC system. With an RTX 4090 and 64 gig and sufficient (300MB) internet speed, this problem should not exist. I also have three screens and previously (until update 15) with smooth views. No other programs are running on my PC system, which was purchased especially for FS2020. Also, no other programs start when I start my PC.
I am a programmer myself and have already helped several people in the forum, or tried to, with a problem. Only now I can’t put my finger on it.
Thanks for someone agreeing with me ! Perhaps this application is now only for the single screen pc user? Or perhaps for the VR folks. 4 years on the sim with the Same configuration and I have only recently seen a degradation in performance! (Servers) Even airports in areas with little scenery have the frantic loading stutters On approach.
I also purchased the high end machine so we could locate instruments on other screens. My system gets about 40 fps (ultra) with main screen only. All cpu cores are balanced and graphics card are nominal. Perhaps this is the new norm?
What’s interesting is lowering TOD and LOD settings do not render me more Frames? Appears to have no effect on FPS or the approach loading stuttering?
I should add that when you are running the game right at the edge of its limits, all displays undocked, LOD TOD at 200, frame rates at 30 and bairly holding, when improvements are made on airports and cities, that 30 fps drops into the 25 to 30 fps. So improving the sim is good for most users, but tough on us that build sims and push the limits. LOD Tod dropped to 100.
Couple of observations as ive been strugling with this issue for a long time :
if one using FSUIPC, make sure it doesnt write anything in the log files. Ive had a stutter each time a line is writter into the log file
Make sure to either completely desactivte the windows ‘Malware services’ or put the MSFS folder (including the community, etc.) as excluded folder because the service takes around 20% CPU whenever data is steamed
Rolling cache has to be disabled : if data differs between live and cache, you have stutters
ive removed everything related to : workers, static aircraft, boat, fauna, etc
ive recompiled the FSLTLT livries to 2K
I’m still having some stutters when on short final (the airport is being loaded in memory) but it still acceptable and nothing to be compared to before

I’m currently trying to troubleshoot this as well. I got to the end of the list and still can’t figure it out. Might be time to re-install. Could be something glitchy from the Marketplace in the official folder Disabling my community folder I’ve learn it isn’t the culprit.
