'Toggle Foreground Blur' not working?

Hi,
When I’m in drone mode, I’m not able to make the forground blur and the backround sharp, only the opposite. If I press on Ctrl+F1 (Toggle Foreground Blur) nothing happens. What I’m doing wrong?
