TAB key no longer opens the toolbar, attempting to map the TAB key back to the toolbar results in nonsense message from the Controls menu

Detailed steps to reproduce the issue encountered:
Load a flight in VR, hit the TAB key, nothing happens. Hit ESC, go to Controls, search for “toolbar” and attempt to map the TAB key to VR toggle toolbar, observe the message “no input selected” where the options to choose from on input are joystick axes.
