Unable to disable Terrain Shadows

ISSUE DESCRIPTION

1. Description of the issue:
   Go to Graphic settings (applies to both 2D and VR) , set terrain shadows to “off”, save, go back to settings, terrain shadows are back to “128”.

2. Did you remove all your community mods/add-ons? If yes, are you still experiencing the issue?
   Yes
