The Installation manager cannot finish the update download and constantly regress to 0% - #7 by TrimericGoat654
So this old problem happens to me again.
But this time, even limiting download speed will not save me.
Even I download it at 500KB/S, the first package will not progress over 1% completion
It is a clean install. I have installed FS2020 on another SSD previously, however the SSD is lot so I have to re install the game again

Assure that your antivirus isn’t interfering with the downloading/extraction of files.
If I’m right, you’re describing a download loop. It’s not exactly unknown. The only thing you can do (assuming you’re on a PC) is close the program, get rid of the partial downloads in the Official folder, and start over. Here’s how…
Shut down the sim (duh…)
Open your Official\OneStore folder
Set the view type to Details, then click the Date Modified column header to sort by that. This should put the newest files at the top of the list - if not, click the header again to reverse the order.
You should see at least one file that’s not a folder, and has an odd filetype extension. Delete anything that’s not a folder.
Restart the sim and it should automatically restart the download/install process.
If it happens again, repeat the above steps. Albert Einstein (or Ben Franklin, depending on who you believe) once said “The definition of insanity is doing the same thing over and over and expecting different results.” Well, with patience, you will eventually prove yourself sane.
Most other posts about this issue are marked as solved, I figured I would post what worked for me here. I had to really crawl the Interwebz for this one.
I last played around the 40th anniversary update, so there was 150GiB waiting for me. Being the IT pro I was I proudly used QoS to give it 350MBps, only to find that it was constantly going into a loop where a larger file would suddenly stop, the speed rapidly going down to 0, followed by a short pause and a reset of the file download.
After a lot of searching I came across a page stating that the downloads were hosted on AWS and it really didn’t like sustained high bandwidth connections. Those would send a reset to the client and instead of resuming it would simply restart the download. Again and again and again ad infinitum.
Their solution was to set the speed to a maximum of 10Mbps. In my case, I simply dumped it into a congested tunnel and ended up with about 60Mbps. An lo and behold, only 1 or 2 resets in the full 150GiB.
Of course, at these speeds it still took all day, then it needed to completely re-download 100GiB of World Updates, and afterwards Murphy came by and made everything pink, but I did get the files. Took me about 4 days total and I’m now re-downloading things to get rid of the pink. Hopefully I can play by the end of the week.
The windows are tinted like rainbow Bowser though, so it’s not a total loss.
It’s a very hurtful irony that a game which has 267GiB of data to download can only do so at lower throughput rates.

Net limiter worked for me at 30 to 40 MB/s, but to be safe i would turn off windows defender and/or antivirus
