How come when I start MSFS2020 and the update screen comes up in the beginning, it always seems to update the SAME region, the same AMOUNT of elevation, cities, airports, POI, discovery flights, and so on? Is this normal?

Yes it is normal. Those msfs-2020 splash screens are updated during each World Update and this is the reason why what you are seeing will not change until the next World Update. The last one was this one:
