I had the Xbox pass and then I bought the highest version at 95-odd euros, since it had a discount.
Do you own the standard version, or do you have it via game pass?
If you have MSFS on Game Pass, you can’t upgrade it. At all.
If you bought the base edition already, be it from the MS Store or Steam, you can upgrade to a higher tier via the in-game marketplace. You can’t get just an upgrade via Steam or MS. It has to be done from the marketplace.
It’s a bit cheaper than buying the full version, but not by much.

Okay, then you will need to buy the desired upgrade through the in-sim market place at the full price. Unfortunately, the discount price is only available if your initial purchase is a premium version.
How long have you had the simulator/how many hours have you got according to Steam?
Yeah, well that’s unfortunate and a bit of a rip off as nowhere it was announced like that
I have nearly 500 hours, was ready to upgrade but at this price ain’t going to happen before quite some time
It was listed on the pre-order FAQ before the sim launched and for some time after, but you had to know where to look to find it.
If you had less hours, I might have suggested asking for a refunding with the reason that you did not understand it is more expensive to buy the upgrade in sim, and that you want to have it refunded so you could immediately buy the more expensive version through Steam.
But I do not think that would work in this instance.
Why would they not want the upgrade money, or even sell the planes in market place? They really expect people to fork out buying the software all over again for a couple of planes and some airports they may never even fly to?
I am sure they would make more money by allowing the upgrade, or planes at a pro rata charge, even with some slight up-pricing to incentivize someone to go full version at initial purchase.
I did the standard version on X box monthly, to see if it was any good, as VR moved in I finally bought the premium version, glad I did not get stuck thinking they would do normal upgrade DLC content.
They are really losing money with the current method, and turning off good customers, but I guess when you dominate a software industry, you really don’t care anymore when you get so big.

If Steam is going to require an MS account, I’d like to see the MS store and Steam store share the same one for purchases made in the Marketplace.
