Here is more info on VIP missions:

"Charter Service - VIP" Missions not populating in Career Mode Resolved

About this bug: VIP missions are tied to real events taking place on specific dates (for example: Superbowl). They are available several days just before the events. Currently there are only several hundred of these missions available worldwide meaning this is type of mission is very hard to find. Based on feedback, VIP missions will be changed to be based on tourism and not tied to specific dates so they will be more readily accessible - this change will come in the next Sim Update.
