What does a red FPS background actually mean?

I’m sorry if this has been addressed elsewhere, but searching for any combination of “red” and “FPS” has been less than helpful for me so far.

If there are no stutters, and perceived performance seems good (on SU 5), what exactly is the red background on the FPS counter trying to tell me?

Well, I may have figured it out:

You can only set the frame rate limit when v-sync is enabled - it was disabled in mine but the frame rate limit was set to 60 from the last time it was enabled. When I enable v-sync, set the frame rate to 30, and then re-disable v-sync, the red FPS counter goes away.

I’m thinking that the red FPS background means that the simulator is not able to satisfy the requested frame rate limit.
