What does the f18 super hornet say E/F when it is just the E variant?

The simplest answer is the most likely answer, because any Boeing promotional material that doesn’t refer to “Block III Super Hornet” refers to “F/A-18E/F Super Hornet”.

well, so they have to call her “Not F/A-18G”

The EA-18G Growler is technically a different Boeing product and subject to it’s own separate acquisition requirements and restrictions, where the F/A-18E and the F/A-18F are both part of the same F/A-18E/F product.

Basically, by making the F/A-18E and F/A-18F one product line called the F/A-18E/F it saves Boeing a bunch of red tape on export approvals from the US DoD.
