Looks like an oil pump, without the barrel attachment. Could be underground oil storage point?
I would guess some kind of fuel vent?
Fuel vents are normally a lot taller since the gasses are flamable.

Fueled up there a few times, and its very different
The Fuel Dock is in the Wrong location in MSFS, and the one at OC is a Credit card, self service.
Not that it matters, but since it is MSFS generic Scenery objects, I guess they will turn up all over the place … whatever they are,
ie W48 (Essex Skypark ) in MSFS has exactly the same Gas Pump, but in RL, it was very different, and was removed years ago…
But who cares about the Fuel Dock, when the planes don;t fly !!! lol
Might it actually be a stand, connected into the ground to attach the anti-static line to, so one does not cause a spark whilst refueling?
That’s about my only guestimation… apart from a darleck, ofcourse.

Typically. the ground wire is on a self retracing drum, and has a big grounding CLIP on the end – the device at Ocean City in MSFS looks nothing like that …
It is a hand pump which has its inlet at the very bottom of the underground fuel tank. It is used by the fueling operator (airport or FBO) to take a daily sample from the tank looking specifically for water, or any other contamination in the fuel.
I work for a corporate flight operation. We have our own above-ground fuel tank, and the sump sample pump is on the top of the tank.
That could be it. Granted it’s an odd looking one, but it does have what looks like a reel on it. I don’t see one attached to the box containing the hose and pump station.
Ah … that makes sense, and the handle is not kept attached, so bad Pilots cannot steal fuel by hand cranking it !!!
And it is modeled correctly with the Handle missing !!
That would explain what looks like a mechanism to raise & lower it …

Everyone is interested in and relates to something as unimportant as a Fuel sample pump at an airport fuel dock, but nobody seems to care that the Cessna 172 Classic Transponder, does not display FL, but instead, gets set by the B button to display true altitude above MSL , and that its AP is referenced from the Transponder, and not the Pilot adjustable sensor in the actual AP unit … …
