Which FPS is the Dynamic Setting targeting?

Question for the community: For the dynamic settings “ Target FPS,” if one utilizes frame generation, does it lower graphical output based on the non-frame-generated FPS? Or is it based on the frame-generated FPS?

In MSFS 2020 the sim could not see the doubled frames. So far in 2024, frame gen is not working but I suspect it’s going to be the same as 2020. So that would mean the dynamic setting for target fps would be the non frame generated fps.

What I’ve seen today is that with a target frame rate set and FG ON, it does not stop at (e.g.) 60 frames but goes higher.
I do not reach 60fps with everything maxed out and FG OFF. So, with Dynamic Settings ON and target frame rate at 60 fps, it starts reducing details to get to 60. You can see that in DevMode, Detail Adaption (at least I think so), it goes to 1.4 for me. With Dynamic Settings OFF, this goes to 1 and stays there.
If I switch ON FG with Dynamic Settings ON, it still tries to get to 60fps “base rate”, Detail Adaption still goes to 1.4 for me. No matter that it shows 70fps.
So, my conclusion is to disable Dynamic Settings and use FG. I have a stable “base rate” between 30 and 60fps, with FG this goes up to 60-90. And I do not loose any details.
