The ones I found were in the forest. In my looking around I never saw them outside of the forest. That, I suspect, will be a tough one - unless you get lucky like I did, spawning in right on top of them eventually.

I just finished this achievement, it was terrible. My advice to those who are looking for elephants is to start searching from 6-7 in the morning, when the sun is just rising and shining from the side, giving a better view than during the day. you don’t have to fly right over the treetops
