Question: must I install all world updates to get the bug fixes .

For the most part, “no”…
You will have to download the mandatory update that shows up at the “checking for updates” screen.
Everything else in “Content Manager” related to the actual world update, e.g. POI’s, photogrammetry cities/airports, etc, are your choice whether to download and install. You can install only the “content manager” portions of just the world updates you want, e.g. Germany WU, Japan WU, etc, without loading all world updates.
