Still downloading 5th time. Fingers crossed
The problem was not solved for meā¦ the error disappeared, I had to do a small update, but when I enter the game, the menu is completely emptyā¦ I canāt do anything. The menu was the same yesterday when I could enter the game. Steam user
I fixed this annoying problem by doing the following:
Uninstall from steam.
Open file explorer and go into my c:\users"youraccountname"\appdata\local and delete the Microsoft Flight Simulator folder (if you cant find appdata its because its hidden. Go to view settings and āshow hidden itemsā).
Now do the same with your roaming profile folder.
c:\users"youraccountname"\appdata\Roaming and deleting the Microsoft Flight Simulator folder
Then reinstall through Steam (etc)-
When you fire up MS Flight Sim you will get past the packages error and start the installation.

Seems to be loading ok again on my system this morning. Got a small update the first time I loaded and no more errors.

Confirmed working on PC (Xbox Game Pass version) Small update this morning and its back to normal.
Current hangup is nothing in the community folder is working. No liveries, CJ4 wt, pushback toolbar. All fresh install as well. Seems weāre not completely out of the hole yet.
They do show in the content manager folder but just say āwaitingā

Same here. Got the dreaded message last night (0500 local). Reformated 2TB SSD three times and itās now 91% installed. Iāve got my fingers crossed that, because some have found it fixed, itāll be OK. Will report back!

After almost 12 hours, the download completed and now the sim is working! So, Microsoft must have solved the problem, at least for me!

I tried to start the game yesterday evening, and it failed to start at all, I did see some error code, but it CTDād.
After that failed attempt, it will not start at allā¦ soā¦ yay?
UPDATED: It is running nowā¦ and I have no idea why, but when it is working? I am happy!

I finally managed to fix the game 
Except for the general problem with the error code, my packages were installed in another folder and I think a conflict was created. I reinstalled the game and the packages again, and everything is fine for now.
The missing packages issue should now be fixed per an email from Microsoft Flight Simulator tech support that was sent to me at 4 AM on Thursday, 24 November 2022. I tried playing the game, and this time, when I loaded it, an update downloaded, and I am now up and running.
Summary: āYou are missing packages that are essential to run Microsoft Flight Simulatorā error was fixed on the server-side by Microsoft with no arcane file manipulations required by the user.
Hopefully, this fix applies to everyone having this issue.

Guys - Important notice; I can confirm the issue regarding the packages related to SU11 is not yet fully rectified. the issue myself and possibly many others is - when I installed the sim today, all the extra addon aircraft that was mentioned has indeed been isntalled, however, the 4 afddon airports that were meant to be in the sim have not been included in the package download from the servers. When I search for VHHX ( Kai Tak) for instance, that airport is not there. Even if I fly over that area, it just shows the current state of the airport (the way that scenery area was before SU11). How do we get the 4 extra airports that are supposed to be part of the āhistorical packageā ?
Maybe others can check to see if they also have this issue with the 4 airports not being installedā¦

Hello @Angryeyes777,
Based on our internal testing, these airports (and other packages) should install automatically the next time you restart MSFS. Can you try closing the application and re-launching and then post your results here?
Also, if anyone else is experiencing this same issue where the install completes normally but some packages are missing, please let us know.

It will prompt you pretty much first thing to choose which drive. The rest is press and forget.
Exact the same for me, the 4 new airports of SU11 are gone, sim seems to work though.
