5$ donation per purchase - excluding some US states?

From the latest dev update, quote:

„ Some U.S. states are also excluded; specifically Alabama and South Carolina.“

This is a genuine question, out of pure curiosity and ignorance: does anyone know why that is? For tax/legal reasons perhaps (and if so, what would those reasons be specifically)?

I’m sure it’s due to arcane legal restrictions imposed in those states. It’s a shame.
