B787 Spoilers/speed brakes inoperative

Brief description of the issue:

Spoiler speed brake lever will not activate using key binding or manually manipulating it. Neither will it arm. The B787 FCOM confirms that it should be able to be actuated normally. This has occurred since recent update.

Attempt to deploy the speed brake using the default key bind (/) or attempt to manually actuate the speed brake lever when airborne.
