Sometimes on VFR flights I’ll hear the pilot use their call sign followed by ‘with tango’ or ‘with India’. What does the ‘with’ part actually mean?

it’s the identifier of how recent their ATIS information is.
They get refreshed every hour, and get a new letter. This way the Tower/ATC know they have the latest weather report.
