yes… the issue with this lang pack is bit strange..
Some users can not install the game, for some users it happens like your case, other users get issues later in-game.
Important to know is that the error combination " 0xc0000409 & ucrtbase.dll " is in 99,9% the lang pack 
I remember only one case in forum where these was not the case.. I have to search a bit..
