What causes this? I tried turning off every setting with no change.
Most likely a mod, or a leftover setting you maybe played with from developer mode.
I think I have the solution for this kind of render, I had similar view once:
Go to Dev mode, in the Options menu make sure the option “Detail maps” is enabled, you may have disabled it by inadvertence, the change remains when you are out of Dev mode so it is confusing.
