Dragging a console window reducing fps to 30?

When I drag a frame from the cockpit console it reduces my frame rate down to 30. I cannot see any settings to alleviate this. Is this meant to happen or is there a way I can prevent the fps drop?
I have NVidia panel set to 60fps on both maximum and background refresh.

I know this may not get a lot of votes because it is narrowing the type of simmer, but some of us are using external monitors & touchscreens in our setups so we want to drag the GPS and MFD displays to separate monitors. Cheers, I will add it to the post. Wasn’t sure if I missed a setting somewhere. Took me a bloody age to figure out. I was convinced it was the app I Was using for extending my Ipad to desktop.
