Flagging feature disabled

It seems that the flagging feature in this community has been disabled. The flag icon only sits in place to PM the user, not to inform the moderation team. Is it supposed to work like that, or?

I’ve always seen the flag icon being used to report users. To PM a user, you can select their username, and press “message”

ok It’s there now, click on the … new icon will open.

Thats odd… I can see a flag icon.
