GeForce Experience recommended settings/same FPS on different settings

Hi there! I have tried running the game in the geforce experience recommended settings, in low, in medium and high settings but my fps does not seem to change. It averages on 30 with a low of 15 and high of 50 but the FPS is not stable at all.

My specs are as follows:
i7-9700K
Geforce RTX2070 (8gb)
16GB RAM
Flight sim is installed on an SSD

I’m not sure why the performance has not changed at all when changing settings, has anyone else experienced this or could anyone recommend me certain sertings?

Oh and I wanted to add that my CPU usage is constant at 60% same as my GPU which is around 60-70% and my RAM at ~80%. And this also barely changes when switching between low-high settings.
