I have noticed that there are ground crew at only some airports. Many large international airports have no ground crew whatsoever. Can this be addressed by someone?

Can i just ask a stupid question - have you set the slider to zero for ground crew in options?
Check this. Most likely you have an airport with faulty configuration.

I have the slider set to around 60% or so.
