How to get more than 30 FPS?

No you don’t, because none of what you said applies, and does not address the point I made. When panning the camera at 30 fps, there is a noticeable jump frame to frame. I.e. A window pillar moving a large distance across the screen. At higher frame rates, that frame to frame distance is much smaller, smoothing out the perceived movement as I look around. That has nothing to do with stuttering or trouble maintaining at least 30fps (which mine can easily do if I wanted to reduce my performance that much).

did you try to reduce your freelook momentum to 0 ? if not try it in camera settings

Sounds like it could be a VRAM issue as well. Reducing TLOD will also help with using less VRAM

Then I can say that what I have described is true and I hope useful for the majority of users. You are a rare exception.
