If I remember correctly, I once (a long time ago) deleted the
UserCfg.opt file.
Had to re-install FS2020.
Should not be an option, MSFS just creates one again…the file contains only the settings parameters.

What antivirus are you running?
Also when you ran DDU, did you run it in Safe Mode?

Well, did a DDU uninstaller in Safe Mode…rolled back to 532.03. No joy, got D3d12Core.dll error
Did you delete your shader cache after updating the driver?
Yes i did remove both Shader Cache, and the “new” Nvidia GX Cache.
Well, i solved it now. It was ReShade…atm ReShade is not working in DX12.
30 FPS is ideal. The processor prevents you from reaching a fixed 40 FPS. I have a 5800x 3d processor, which is clearly better than yours, but I’m very happy with 30 FPS anyway, probably with similar settings.
All depends on the tuning, especially the amount of traffic. I have the v5800x3d and can get 40+ at the gate at O’Hare (KORD) if I keep traffic low enough.

User benchmark is not a good source. It will always be biased towards AMD. They do the same with favoring Nvidia over AMD Radeon. The 5800X3D is literally well ahead of the 12700k and 13700k in MSFS!
13700k is at the bottom and you have a 12700k .
The question is basically, is a stable 30 FPS enough for someone or not, and if not, why not? Is it just because 40 is a bigger number than 30 ??? Of course, taking traffic away reduces the enjoyment of the simulation, so there is no reason to reduce it.
Well, there you have it…“user benchmark is not a good source” i have now over 60fps over London, Paris City, LAX so…i’m happy
If the camera is static, 30 fps can be plenty. I’ve found when panning the camera (as I do very often), you can quickly start seeing it not being enough. For me, getting over 50fps really smooths things out when panning the camera do to the much larger movements between frames compared to a static camera. But that’s me. I couldn’t play this at 30 fps.
MSFS is a interesting beast dealing with CPU’s and in many cases favoring the AMD, seems to really like the L3:96mb cache on the AMD.
But in general, and not just limited to MSFS, the 12700 has better performance:

But again, MSFS prefers the big amd cache. Hopefully it will all be better utilized and optimized for Intel CPUs in MS2024

Now I finally understand your problem! You want to increase your FPS because you don’t have a stable 30 FPS at the moment. You always have to deal with the lower value! How much FPS you get or can get in certain situations that don’t put maximum load on the system is completely irrelevant. I know that in general the majority of users and commenters fall into the same mistake on a regular basis, so you’ve had plenty of opportunity to adopt this way of thinking. So let’s just agree that a stable 30 FPS that gives you a 30 and jaggies free picture in all conditions would be perfectly fine, for you too. The fact is that your system, especially your processor, is not capable of a stable 30 FPS at your current graphics settings. You’ll need to change these to suffer the least loss of visuals. The primary way to do this is to lower the TLOAD value to well below 100, completely disable ground cast shadows, and lower the values for other shadows. Of course, reducing traffic is also effective in this regard, but I avoid and do not recommend it. I use FSLTL and carry a load for adequate traffic.
Hope is the last to die. We learn history at school so that we can draw the right conclusions for the present and the future. The MS FS practice so far is to always release versions that would require hardware that is not even available yet!
