Hoping someone can help me with purchasing Marketplace planes via Microsoft account, I have a PC Steam version and have zero issues using PayPal for purchase, but just can’t work out how to pay via Microsoft account which has money in it.

You cannot.
Steam users pay through their Steam account/credit card.

You buy through steam so the payment method is the same as with steam. I’m using paypal.
Make sure Steam Overlay is on. When you click on Buy, the Steam Overlay should launch and show you a Steam specific purchase page and shows also how much money or credits you have in your Steam Wallet. The money will be drawn from the Wallet, converted into the appropriate number of MS Credits to purchase the item.
