I think the problem is it’s just very bugged, with certain bugs that only happen at certain times of day so it seems to affect some users and not others:

I think the issue is that Asobo has no control over the clouddata that is injected from Meteoblue. They only rendering the data that Meteoblue provides. If they get clouddata from Meteoblue that is less accurate it will also show less accurate cloudcoverage in the sim. The part that METAR overrides Meteoblue clouddata is because Asoba asked Meteoblue to prioritise sending METAR clouddata that is blended into the Meteoblue clouddata.
