Today I started a flight from Livermore California to Oakland in Cessna 152. The live weather icon showed cloudy, and the flight plan required to file IFR . But when the plane spawned at Livermore, the skies were clear. Once in the air at assigned altitude of 4500, I could see clouds and fog typical of San Francisco Bay, over in San Francisco. So I was left wondering why the IFR required flight plan.

Have you checked in the Data section of your FS2020 configuration that Live Weather option is activated ?

Do you understand that live weather is a cloud-based service? And like all cloud-based services, sometimes they are down or interrupted or don’t work for some reason?
If you are expecting live weather to work 100% of the time, this will never happen. Ever.
I guess I’ll use REX weather for now
