No, it seems it wont be released at marketplace and xbox the next week. But it is planned.

I get paid next week, and $69.99 will be leaving my bank account immediately. I’ve been wanting the F28 to be my first airliner ever since I first heard about it. Never thought I’d spend that much for one plane, but I expect it will be worth every penny.
The early-access reviews of this aircraft look really good!
However, I think I’ll be holding back a day or 2 to see whether the bugs re: the autopilot, cabin pressure & ground handling are all fixed by release.
Seems like a tall order,.. but we shall see by Wednesday.
The autopilot issues seen in the early preview streams have now been fixed and the content creators received an updated build earlier today. “FlightDeck2Sim” was the first content creator to show off that new build earlier: https://www.youtube-nocookie.com/embed/EoOy07OSV30
I will need to check with the team if the ground handling improvements made it into that build, but we do have improvements to the ground handling based on the feedback from the early preview footage. If it’s not included in that build, it’ll definitely be included in the release build. The cabin pressurisation issue is currently under investigation and at this time we can’t see any reason why a fix/improvement couldn’t be included in the release version. Mark - Just Flight

Incidentally, I think the cabin pressure bug is happening on the current version of the Bae-146 also. I’ve been getting sea-level pressurization at cruise level (FL270-280) on a number of occasions now.
Funny you mention that because you’re fully capable of doing RNAV based purely off Navaids, and that was the way it was done originally. All you need is a computer to judge where you need to be based off your present position in relation to the navaid and it’s super easy.
The visual quality of this airplane is OUTSTANDING!! 
In the few YouTube reviews that are already available one clearly sees AAA quality here.

Looking forward to this but I’m a little scared taking this old bird out on the VATSIM network without RNAV (no, I refuse to use the Garmin unit lol). Is there any good tutorial online on how to fly on VATSIM using only VOR and ADF?
Can’t you just put /A on your aircraft code and request radar vectors?
Your question relates more to the flight planning process, using today’s AIRAC databases (which Vatsim just so happens to replicate).
The simple answer to this is that there would have to be some sort of compromise made in order for your FP to be approved. Controllers are often mindful of your aircraft-type and so as long as your equipment and PBN codes are filled out correctly, then they will permit you to fly less-than-optimal and/or “illegal” routing. I’ve seen a number of DC-3’s & DC-6’s on there before, using customized VOR->VOR routes. At the end of the day, people just want to have fun, so it doesn’t matter if a few real-world rules are bent in the process.
And speaking of fun, let’s be mindful that this very much applies for the controllers too. To that end, everyone please,…learn how to fly your aircraft first before going on that network.

In real life, aren’t there aircraft that don’t have GPS and still use VOR and NDB?
I’m not starting here, but this “Real Pilots Plane” & “Children of the Magenta Line” is a bit much. Things have moved on, Airbus, Boeing Pilots who HAVE to fly by the magenta line are still real pilots, and they should be able to take any GA plane or lose all their Glass and fly the old way.
The use of words such as children & Real pilots is a bit disingenuous to todays pilots. The simple fact is the Auto Pilot or otto as you call it or “bitchen betty” just fly’s the plane better in normal ops over a long period of time and hence why it is there. There is no badge of honor for hand flying a plane for 2000NM or navigating without the FMS, you should be able to do it anyway, and they learn to.
This is not to say it isn’t a great skill, but anybody who fly’s a plane legally and is permitted to is a pilot, there is no such thing as a Real Pilot, you are or not and all pilots aside from type need to have the same basic airmanship.
So whilst it is exciting to go back to the days of smoking in the cockpit, with a hip flask under your seat, and the trolly dolly’s sitting on your lap, nudging the throttles with your knee, things have moved on and for the better, a Pilot of today is no better than those of the past, but the safety and equipment is.
VORS are no longer being fixed anymore if they fail, unless they form part of a procedure, so even the industry as a whole have moved on and are phasing them out, which I find sad, but everyone who fly’s is still a real pilot and even if their company procedure stipulate that otto must be on by 5k Feet, they are still real pilots and the mocking tone you make is very disingenuous to the hard work and study and professionalism of todays Pilots.
Hmmm… so there were discussions that for example an Airbus or the enhanced Fokker 70 version of the F28 is no longer a “real plane” but something for children to play button-switching just because is has screens and flight computers instead of being fully analogue?
But the Airbus has VOR too, and analogue gauges!

Aw tomorrow will be an exciting day when the Fokker 28 releases, I am following the development for years.
And that is not all, computer-enthusiasts will soon get the Fokker F70 which is the computerized version of the Fokker F28.
And of course the enhanced 146 the BAe RJ:
Ah wonderful! So much more awesome JustFlight planes coming after the F28 release 
And probably all of them will have the same outstanding cabin visual quality standard and fully functional galley and other goodies too.
