This note, published in your forum, is to formally put you on notice, and request a mechanism to allow users that cannot run this software/simulator - in any meaningful fashion, to be able to do — one or more of the following :
Request a refund of the purchase price, and be refunded their outlay for this game, as it does not work as advertised and promoted in the marketing material / content.
Be provided a download code to download and install the product from a different source, for users that are having difficulty installing it from one. Eg. Steam codes for people struggling with MS Store and vice versa.
Provide a mechanism for users to request a DVD containing downloaded files, if they are not able to download the product due to no fault of theirs.
The issues with the installation, and download of the program are well documented in the forum threads, which are discoverable, spanning releases from launch of the product to present day. While they may not affect all users, they prevent genuine users who have paid money for this product, from using it.
An official reply to this post would be appreciated. Those experiencing issues and interested in some form of redress, please upvote this thread.

The MS Store policy is that Games are not returnable. My systems (2), are perfectly capable of playing and downloading the game. I just don’t want to futz with it anymore to just get it to run after every update— and want my money back. Credit card dispute just helps one person, I was hoping this would help others.
It seems to me you are attempting to put Microsoft on “notice” as if this is supposed to be a legal threat to them, but I don’t think it will do much on this medium.
You should know that MSFS is very much a work in progress that has been made clear by the dev. team and on this forum countless times. With that comes the possibility that this software may be unstable or may not work correctly on your device due to hardware issues or the software itself. When you purchase MSFS, you’re taking the risk of the product not working. You’re basically paying for a beta. Could Microsoft be more forthcoming with that information? Sure. I know from my experience, I haven’t had too many issues; consider me lucky, I guess.
Should one be able to download through Steam? Absolutely and who knows? It very well could be a possibility in the future. Like I mentioned earlier, MSFS is constantly evolving.
You mentioned making DVDs containing the downloaded files. This option is not logical or practical. MSFS receives constant updates, so Microsoft would have to send updated Dvd sets every update, which usually occurs twice a month. That’s not practical and not very cost-efficient neither, so I wouldn’t get too hopeful on that one.
In my opinion, most of what you’re asking for is not practical. A refund option would be nice, but I think that’s more of a gesture than a requirement. I don’t think there’s any legal obligation for them to give you a refund because the product doesn’t work on your pc.
I read a post on this forum yesterday from someone who had bought the sim but couldn’t download it for some reason. I can’t find the post now but I’m guessing it was by you?
Rather than demanding a refund on this forum, I personally would have asked for help as to why it wouldn’t download and ask if I was doing it wrong. There are plenty of people here will to help.
Which version did you buy? If you bought the premium deluxe version then you have to download the standard version from the store, along with digital ownership. You then download the premium content from within the sim, once it’s up & running.
If I were you I would try to find the solution as to why or what I was doing wrong, before going down the refund route.
It’s a fantastic sim and you’ll be missing out.
By the way, it is available on (10 discs) DVD depending on your location. Of course even if you bought the dvd edition, you would still have to download all the updates.
Another thing which a lot of people may not know about, is that you can sign up to Xbox game pass for a month’s trial. This costs just £1 / $1 and means you would get to try MSFS for a month.
The OP have never stated if he meets these requirements, steam refunds for example get accepted if played for less then 2 hours, I bet the OP has more hours logged then this.
Had he/she done research before purchasing could have made more of a informed decision. I’m just assuming he doesn’t meet the requirements, or is expecting far to much from his hardware and stressing it to much to not get a enjoyable experience, example every setting maxed out
