You are correct, the Local Legends planes usually do have some kind of connection to the corresponding WU. The De Havilland Beaver was originally posed to be the Local Legend for Canada, but the team ultimately decided it would be a better fit for the free 40th Anniversary. Jorg spoke about it in the August 18th Q&A, which you can read here.
That being said, as a Canadian I completely understand your sentiment shared here and I will be passing it along. 
That they were used in Canada doesn’t really do it for me personally, especially when you have Canada’s rich aviation engineering history to pick a plane from instead.
