Manual cache only works for photogrammetry areas not normal satellite data. That’s fine for people in states where there are loads of PG areas not not for the rest of the world where there are very few. They said manual cache would give users with poor internet connection the same experience as streaming, but this clearly isn’t true.
Not sure if this is what you mean, but it seemed to work for me, for some area - the views and details, etc. of my local area/airport got very much improved over the default imagery I saw when I first flew (didn’t even know what manual cache was - ah, manuals). Once I set up some HIGH detail in a manual cache, it was awesome.
I did try Pearl harbor though, and you can definitely see LOTS of details in the selection screen (or in Bing Maps) that didn’t translate well (or at all) to the game.
