I Can’t use PayPal on Steam. Purchase in MSFS Marketplace failed two months back, was not resolved, reclamation and cancellation made to PayPal. Then Steam blocked my PayPal as policy violation, it was not their fault and no good arguing with support. Then, I have now no options but use direct credit card. 
Have you tried revisiting this?
Did you open a Zendesk ticket about it? Rumor has it that Zendesk has helped others with this in the past.

I bought A330-900 Neo, the same issue of yours. Money spent but purchase failed
