With my setup both the ROKU TV and all my network connections from the router are WiFi.

Ah okay, maybe its using the carrier’s Modem Wifi instead of the router (that had a problem) it must have connected to something, else it wouldn’t work. You might want to check for that if you are not sure where it connected to.

I’m not having any problems, but thanks. ISP’s can provide TV programming whilst also having a loss of internet connectivity.

Yes, but that’s cable tv. If internet is down you wont have tv also if it uses IPTV.
