MSFS Won't Run Offline After Rebooting the PC

ISSUE DESCRIPTION

Description of the issue:

  • MSFS 2020 will not run in offline mode as expected.
  • If you start the PC WITH an internet connection, you can run MSFS 2020, sever the connection, play MSFS 2020, quit MSFS 2020, and restart it multiple times. You will only see a “You’re playing offline”, message that disappears after several seconds.
  • If you start the PC WITHOUT an internet connection and run MSFS 2020, you will get a “Insert Game Disc”, error message. This, despite having run it multiple times online beforehand.

[PC Only] Did you remove all your community mods/add-ons? If yes, are you still experiencing the issue?

  • I do not have any 3rd party mods installed.

How often does this occur for you (Example: Just once, every time on sim load, intermittently)?

  • ALWAYS

REPRODUCTION STEPS

Please list clear steps you took in order to help our test team reproduce the same issue:

  • Began with a CLEAN INSTALL of Windows 11 Pro and MSFS 2020 and ALL updates

  1. Offline permissions are set to ON in STORE and XBOX app (PC). Installed MSFS 2020.

  2. Start PC when connected to internet. Run MSFS 2020. Works. Exit MSFS.

  3. Turn-off all internet connections. Run MSFS. Works. Exit and restart MSFS multiple times in offline mode without issues.

  4. Reboot the PC (or shutdown and power on). Turn-off all internet connections. Run MSFS. DOES NOT WORK. I get “Insert Game Disc” message with “continue” and “quit” as the only options. Hitting “continue” does nothing

  • NONE, other than mouse and keyboard.

[PC Only] Are you using Developer Mode or have you made any changes to it?

  • NO.

[PC, MSFS 2020 Only] Are you using DX11 or DX12?

  • I assume so. Yes.

[PC Only] What GPU (Graphics Card) do you use?

  • Gigabyte 3060 12GB

[PC Only] What other relevant PC specs can you share?

  • Windows 11 Pro. Clean install.
  • Visual Studio and Office 365 are only other major apps installed.
  • No AV/malware other than Defender.
  • No add-ons, either from MS or 3rd party.

This has been reproduced by other users.
