How do I turn off the blue highlight of instruments and labels in the cockpiut?

They are under: Settings > General > Flight Interface > Cockpit Interaction System

That can be set to Legacy (no blue) or Lock (blue)

The labels can be toggled via: Settings > General > Flight Interface > Instrument Name Tooltips

And

Settings > General > Flight Interface > Instrument Description Tooltips
