Night vision graphics

I have a strange question, what can I change if I am looking at night towards the horizon I see all the brightness of the cities below and if I shift my gaze towards the screens the lights of the city see them very low?

I believe this is due to the eye adaptation function in the user CFG (if you are not comfortable with editing the CFG file i suggest you dont tocuh it and to be honest I dont think it works properly.)
I have it turned off -but from what I read it does not function correctly.

Effectively its trying to mimic what your eyes do in contrasting light situations.

There is a good video about setting graphics settings using the Nvidia filter options that might help you find a work around.
