When I am contacted on ATC I open the ATC window, but the first message at the top is the one that was current at the start. To see the last current message, I have to scroll down to the bottom of the window, which is not normal and very inconvenient. Is this the case for everyone? Is there a way to make the messages appear so that the last one is visible at the bottom of the window?

I have the same issue.
Been an annoying long standing bug for quite a while. I’m sure there’s an open bug report on it somewhere.
I have found that if you have a key bind to enable the ATC window, a fast “double-click” of that button to close and re-open will often bring you to the bottom. It’s kind of a work around that doesn’t work every single time

With the keyboard.
Above the start key Block press to open ATC window in case it is easier for you to interact.
Then I press 1,2,3…etc…etc…

Or simply scroll down with the mouse or down arrows whichever is most comfortable for you.
Ok, I think I’ve got it. I have been scrolling but I will try the key stroke process.
My solution is to open ATC window as soon as I hear my callsign. If you do it before they finish the sentence the list won’t scroll to the top. Annoying but I got used to it. Not the first one, not the last annoying bug in MSFS.

We are heading in the same direction after SU15. The roller coaster like control will also continue, especially in the landing phase! Descend, retract, descend in a totally unjustified and unreasonable manner by ATC. Is it only a matter of years or will they never be fixed?
I’m not sure if its an issue or that’s how the sim is but this one thing frustrates me. When opening the ATC window, the window is scrolled all the way to the top and the latest comments from ATC are always at the bottom.
Is there a way to make the ATC box open with the latest communication showing instead of having to scroll to the bottom?

The bug popped up in one of the Beta versions eons ago and never got fixed.
