It may not be a bug, however I’d like to be able to turn it off. I have the mouse cursor for interacting with things but when I’m not touching the mouse and just looking around the cockpit with a game controller the screens highlight as you’ve stated and the items highlight in blue, if at that point I press a key, nothing happens until I use the mouse to move away from the highlighted item. Then press the key.
I know that if you enter cursor mode then you get the white dot and items are highlighted in blue to help with selection. That’s fine but I don’t want it on all the time.

Thank you for the bug report. We’ve asked the team if this is a bug or by design.
We have created an internal ticket to see if our team already has this logged, and if not they will attempt to reproduce the issue and create a new bug report. This item is now marked as feedback-logged. If there is an existing bug report or one is created, we will move this thread to bug-logged.
Our team has been unable to reproduce this with the latest build with a controller. Can you confirm you are still seeing this issue and if so, share what peripherals you have connected, as well as any settings or related assistances?
Yes, still happening. Just tested with the A330, 321 and PC24. The white border only appears when you pan with the controller, not when you use the mouse.
There’s a video attached to my original post linked right at the bottom.
It’s like if you move the camera across the screens and imagine the cursor being dead centre. As that invisible cursor moves across each screen the border will appear.
