DX12 setting has the word “Beta” at is end 
… and we know that DX12 setting cause in some case lower performance or also crashs.
Also be sure that you choose in taskmanager the correct rendering engine to check the gpu load ( example )… I assume a 2070 can not reach 30fps with 6% usage…
