I’d like to ask fellow simmers who are using a similar PC setup and addons—how are your graphics settings configured in MSFS2024?
With my current settings on “Medium”, enabling FSR3 and frame generation, I still experience some stuttering, with FPS hovering around 30–40.
Sometimes the game also displays a “GPU memory exceeded” warning. When I check Task Manager, I notice that VRAM usage is around 14GB, which is quite close to the RX 9070 XT’s 16GB limit.
Your low fps stutters may be due to a gsync/freesync out of range issue.
If you have a GSync or FreeSync monitor, check the manufacturer’s website for its operating range. For example: 48Hz to 144Hz. This means that synchronization works between 48fps and 144fps. Below 48fps and above 144fps, synchronization is disabled and you may experience stuttering and tearing.
To achieve maximum fluidity without stuttering, you need to ensure that MSFS produces at least 48 fps to stay in synchronization range (in our example).
Solution:
Enable frame generation FSR 3
Enable Dynamic Settings and set the frame rate target to 55fps for example (a little higher than the start of the GSync/FreeSync synchronization range).
You can increase the settings to High or Ultra, knowing that Dynamic Settings will automatically lower them in heavy areas if necessary.

I have the same CPU and RAM but GPU 4090. Yesterday I could not believe when I saw 23fps when flying iFly 737 from KMIA to KTPA (both 3rd party sceneries) with live weather. Other addons: GSX, Beyond ATC with AI traffic plus Volanta running in the background. Most graphic settings maxed out.
There is nothing wrong with my PC. 3D Mark results are typical for my configuration.

It should be possible to get very smooth performance at all times with that combination. I do with a 7800X3D and 9070XT, and I run 4K TAA. I get almost zero stutters unless landing/ taxiing at very large third-party airports with AIG/BATC maxed out, and even then they are fairly minor most of the time. I will say that Dynamic Settings do seem to drop the LODs quite a bit, but I could be CPU bound, and you likely won’t be as much.
The Inibuilds A350 is horrible on performance by all accounts, and Ini EGLL is very very heavy too. So that would be an ‘extreme’ test on this hardware IMO.
Why is your resolution so low? Is that that your monitor resolution? You should be able to drive 4K and Ultra settings easily with that hardware at that resolution.
First thing that made a HUGE difference for me was to apply Buildzoid’s RAM timings.. You will gain maybe 10% extra performance by doing this (Assuming you have Hynix memory chips).
Try these things (May or may not work)
Disable Resize Bar in your BIOS (Disables Smart Memory Access which boosts performance and helps with VRAM consumption)
Look for tips to squeeze max performance from your CPU (For the 7800X3D all we can do it play with the PBO curve)
Disable HPET and use Intelligent Standby List Cleaner (This may or may not work for you)
Check your power plan in Windows (Make sure it is Ultimate Performance)
Disable HAGS and VRR
Set your refresh rate manually and lock Flight Sim to the same refresh rate and use in-game FSR Frame Gen. I use 100Hz/ 100 FPS and generally hit that or close with Frame Gen unless I am at some super heavy airport in the Fenix A320 with BATC injecting AIG models @ 100% and GSX running - and even then I can get into the 80s most of the time. It is very important to have your refresh rate/ frames locked close to what you are capable of rendering or you will get bad input lag on your controllers.
Use Optiscaler to upgrade to FSR 4

P.S. You will see your VRAM all being used up - especially if you are running Ultra Texture Resolution, etc.
When I use default airports and default aircraft, I can achieve high FPS at 2K resolution without any stuttering.
However, once I start using GSX, BATC, the ini A350, and airports like ini EGLL or KLAX, the performance starts to stutter. This forces me to lower my graphics settings to “High” or even “Medium,” and my VRAM usage spikes up to 14GB (my GPU only has 16GB).
I tried using OptiScaler to upgrade to FSR 4, but I’m not sure if I did it correctly. Even after looking at online guides, I’m still uncertain whether it worked. Would you be able to provide a step-by-step tutorial or guidance?
My 9800X3D processor is only at 55% load, and the 9070XT’s VRAM usage is nearly maxed out during gameplay, but the GPU usage is only around 65%. Could the high VRAM usage be affecting the graphics card, preventing it from reaching full utilization?

Based on what I’ve read, most people say a setup like this should easily handle ultra settings and deliver high FPS at 2K resolution.
Processor at 55% load - normal
GPU usage at 65% - normal given that you are running at 2k resolution
Vram 13.5/16GB - normal (only problematic if the sim tries to use more than 16GB)
The BATC + GSX + ini A350 will be a challenge for anyone’s PC on the ground at a custom airport. This is currently the sims biggest weakness.
What is the experience like in a different jet? Is the A350 the problem here?
You should get smooth performance at 2K if you properly set up your system and follow the optimizations I listed in a previous post.
2K is not going to challenge a card like the 9070XT- it is a powerhouse so seeing your GPU usage at that level sounds about right.
As a first step have you applied the RAM timings (or something similar) or at least enabled EXPO profile in your BIOS? Have you tried disabling resize bar?
Regarding Optiscaler, there are a few steps to get it working but if you are using TAA and flight sim frame gen options you don’t need it so don’t worry about it for now.
Using other aircraft (such as the default aircraft or the PMDG 777) handles 2K smoothly, with VRAM usage around 10GB.
It seems that the ini A350 is excessively consuming VRAM!
I’ve already followed your suggested settings, and the results are quite good so far. I’ve also managed to get OptiScaler working.
Unfortunately, the ini A350 still uses a relatively high amount of VRAM.
That’s on the developers and not anything to do with your PC. Do keep in mind that vram usage is a good thing and is not excessive until it goes over the physical vram limit of your gpu.
Turn off vsync as this is an old technology superseded by other better technologies
Turn on FSR3 frame gen in the sim and turn off AMD fluid motion frames in Adrenalin. The in-sim native frame gen will ALWAYS be better than the AFMF frame gen done at the driver level.
Turn on the in-sim frame limiter (assuming SU3) and set it to 1/2 of your monitors refresh rate (72 fps). If SU2 then set the frame limiter parameter in the usercfg.opt file. If your PC can not maintain 72 real fps at least 75% of the time lower it a little (65/60) until it does.
Set Dynamic settings to the default 30fps
Set your global rendering quality preset to Ultra for everything.
In the online section, turn off ATC, multi-player, and weather
In the Adrenalin driver, the only parameter I recommend to turn on is VRR/freesync (make sure Smart access memory (REBAR) is on also)
Turn on HAGS and VRR in Win 11
Turn off/remove all add-ons from your community folder.
Use this as a baseline now to balance out your CPU and GPU frame times in the fps window (see my example below) Use a small airport with a Cessna 172 - it doesn’t have to be exact but get the cpu/gpu frame times within a few ms. Reference this web page to fine tune your sim to get your CPU/GPU balanced.
Once you get your sim tuned better you can start using your add-ons (add them one at a time so you can see the impact and make adjustments if necessary).
