Hello, the STARs are not present on some airports, for example on WSSS I had no STAR or on EDDB, then I installed the scenarios of these airports and the STARs became available again.

For WSSS, the issue reported here could explain the lack of procedures: WSSS Runways 02C/20C and 02R/20L submerged / incompletely labeled
Usually this type of issue happens when the airport runways setup into the sim does not match with the latest Airac.
If you install sceneries where runways match the Airac then the STAR become available again.
