The last option I had now was to reset the computer and finally my game is stutter free! Did take a long time and was a big pain getting everything back to normal, but it was worth it in my opinion. Hope this helps anyone trying to fix this problem 
Can you clarify what you mean by resetting the computer? Repair windows? Re-install windows?
