Just happened to look through the in game marketplace to see if anything was needing updates and noticed this listed under the free content section!
I have the feeling like they are not free but people are going to click buy and be charged. Or is this the case now and they are free??
Calling it free and then charging for it is highly illegal in the US, but I’m heading in to check this out now.

Neither one is free on my end. The scenery is $19.99 (matches the price on the FlyTampa website) and the ultralight is $9.99 (both prices US). Where are you located - maybe it’s a regional offer?
It must have been a Cough* glitch because I just loaded back up and checked again and neither are listed now under free content… Something perhaps others might take caution of. I’m in the US btw
Maybe you just happened to log in while they were updating the marketplace and hadn’t yet finalized the listing?
No, I had checked the marketplace after I completed a flight from KPDX to KIAH. Had been running the sim for over two hours before I checked the marketplace after completing the flight. Assuming I’m always logged in while playing, or perhaps the marketplace was being updated whilst I clicked on it, perhaps. Who knows.

The Top Rudder 103 is not listed in the Marketplace at current. I have purchased it a while back and it doesn’t even show up in the Marketplace when I select Owned or Installed. It is however still installed and usable (have used it a few times this week). I was alerted of it no longer showing up in the Marketplace by a post on Avsim that was looking for it to purchase and couldn’t find it anywhere in the Marketplace.
Same with the deluxe and premium deluxe upgrade packs seems all Asobo/Microsoft paid content is currently missing from the store? Possibly due to future sale/discount?
It seems that the upgrade packs are missing too. I’ve asked the powers that be if they might be related.
Welcome back! I have never seen the deluxe and premium deluxe content listed in the in-game store, I have only seen these listed in the Microsoft Store App. Perhaps at one time they were though but that was a time I wasn’t playing MSFS.
Hello! Got word that after the Marketplace maintenance last week, there are a few items that are unavailable for purchase at the moment as they sort out a couple issues. Those are:
Premium bundle
Deluxe bundle
Premium deluxe bundle
Just solo bundle
Fly Tampa Las Vegas Airport
These items are now back in the Marketplace!
Too bad they didn’t go back in free! 
Yeah, kind of wish we could get that Top Rudder off of Sim Market or something. I might give it a go through the store idk.
