Yes, I still experience this with a delanclip and opentrack software. It got so bad I just stopped using it, except to check if anything has changed. It used to be silky smooth.

No problems on my end.
Track IR is smooth as silk.
I had the same issue with stutters when using trackir for panning in the cockpit.
I solved it by switching the trackir cable from the front panel of my PC to the back one.
