I think the weather depiction is broken atm when it comes to clouds. Winds are fine IMO (at least in comparison). Part of the reason why this is messed up comes down to how the sim draws clouds from live weather (especially post SU5 & SU7). The density of the clouds rarely ever goes up all the way to 5.0, and there is a very real bug in the way density is implemented. Check my other bug report where I have reproduced it and vote for it: Cloud layer densities are not fully independently controllable by layer
Another thing you can vote for is the larger issue of low “density” parameter setting that leads to lack of cloud turbulence: LIVE weather clouds density (opacity) always ZERO - Bug Reports / Weather & Live Weather - Microsoft Flight Simulator Forums
All of this can be verified in the Weather Debug window when you use live weather
